The article cites a smart move by Frondizi: he sensed that the public had felt betrayed by the provisional government's failure of restoring democracy in Argentina, with its continuation of repressive measures, and thus Frondizi used silence as a way to separate himself from both Peronism and the military. Frondizi also realized that Peron had abandoned the powerful middle class and thus saw his largest support from the urban bourgeoisie and the industrial sector. He used Que and notable Peronist leaders like Jauretche, Frigerio, and Scalibrini Ortiz to reach out to a moderate sector of Peronism.
