Fascinating letter. It blames communist countries of voting en bloc for Mexico. It also blasts countries who professed loyalty to Argentina's bid (Western Europe) while praising those who held firm (Panama)-promising future compensation. Although it reveals FIFA's decision to award the 1978 World Cup to the loser of the 1970 bid this letter assigns much blame. One of the reasons FIFA members voted against Argentina's bid was the political and economic instability (which is not refuted or examined). Is failure a reason why Colombo was not re-elected? Or did maintain power longer than he should have because AFA officials wanted to present a good case to FIFA?
