Aside from the detailed plans for the structure and organization of fútbol tournaments, including minimum requirements by division, legislator Dante Tortonese also makes public his concern that the larger club associations are threatening to make it impossible for smaller clubs to grow. The matter is not solved in the 1963 session, so he reintroduces it in the 1965 session of Congress.
